There are 35,900 people with disabilities covered by Medicaid in Idaho. Idaho spent $15,273 on each Medicaid recipient with a disability in 2007.

17% of all people covered by Medicaid in Idaho have a disability, while the national percentage is 15%.

Idaho spends just over half of all money spent on Medicaid on services for people with disabilities, however, while the national percentage is only 42%.

Idaho Basic Medicaid Programs

The State of IdahoHealthy Connections

This program provides basic Medicaid covered services to children and adults with disabilities. Some people who are also eligible for Medicare will not be eligible.

  • Health Health: disease management, durable medical equipment, early and periodic screening, diagnosis, and treatment, hospice, hospital care, mental health, substance abuse treatment, laboratory, occupational therapy, physical therapy, physician services, speech therapy, x-ray
  • Home Home:  home health care
  • Social Services Social Services: case management

Medicare-Medicaid Coordinated Plan

This program provides care for people who are eligible for both Medicaid and Medicare, and for people living in nursing or intermediate care facilities. Some people who are eligible for Medicare will not qualify for this program. However, people participating in the HCBS waiver and those residing in nursing or intermediate care facilities may qualify. Basic Medicaid services are provided.

Idaho HCBS Waiver Programs

The State of IdahoIdaho Developmental Disabilities waiver (MR/DD waiver)

This waiver helps provide support and services to people with developmental disabilities who wish to remain in their homes or in community settings (including Certified Family Homes).

Ages: 18 and older

Level of Care: intermediate

  • Community Community: adult day care
  • Health Health: nursing services
  • Home Home: residential habilitation
  • Work Work: supported employment services

Idaho State School and Hospital MR/DD waiver

This waiver is designed to help children who have been living at the Idaho State School and Hospital transition to community living. It covers children who are being released from the school.

Ages: 15 to 18 years old

Level of Care: intermediate

Restrictions: This waiver only applies to people who have been living at the State School and Hospital.

  • Community Community: community living services
  • Health Health: day rehabilitation
  • Home Home: personal care services, supported living

Aged and Disabled waiver

This waiver will cover adults with disabilities who need a nursing home level of care. Services under this waiver can be provided in the person’s home or in a community setting.

Ages: 18 and older

  • Health Health: consultation
  • Home Home: attendant care, adult residential care, homemaker services
