There are 151,600 people with disabilities using Medicaid in Indiana. Indiana spent $13,736 on each Medicaid recipient with a disability in 2007.

15% of all people covered by Medicaid in Indiana have a disability, which is the same as the percentage of people covered by Medicaid nationally who have a disability.

Indiana spends 44% of all the money it spends on Medicaid on services for people with disabilities, while the national percentage is 42%.

Indiana Basic Medicaid Programs

This program provides children and adults with disabilities in Indiana access to basic Medicaid services. You may not always get to choose your service provider under this plan.

  • Community Community: transportation
  • Health Health: chiropractic, dental, disease management, durable medical equipment, emergency services, early and periodic screening, diagnosis and treatment, family planning, food and nutritional supplements, federally qualified health centers, hearing, immunization, infant formulas, hospital, mental health, substance abuse disorders, laboratory, occupational therapy, organ transplants, out-of-state medical services, pharmacy, physical therapy, physician, podiatry, respiratory therapy, rural health clinics, smoking cessation, speech therapy, vision, x-ray
  • Home Home: home health care, personal care
  • Social Services Social Services: case management

Healthy Indiana

This pilot program provides Medicaid coverage to adults who do not have health insurance and do not have a lot of money, but still have too much money to qualify for regular Medicaid. Some adults with disabilities may fall into this category, although this plan does not cover people who live in nursing facilities, intermediate care facilities, or those who are covered under an HCBS waiver. People who are also eligible for Medicare do not qualify for this plan.

Restrictions: you must live in the community, not in a care facility, but you must not qualify for Medicare or an HCBS waiver.

Indiana HCBS Waiver Programs

The State of IndianaDevelopmental Disabilities waiver

This waiver allows people who have a developmental disability that requires an intermediate level of care to get this care at home or in the community, instead of in an intermediate care facility.

Level of Care: intermediate

  • Health Health: therapy, skilled nursing
  • Home Home: homemaker services, chore aides, personal care aides, respite care

Support Services waiver

This waiver is designed to offer people with developmental disabilities the support they need to live in their homes or in the community instead of in intermediate care facilities. It is similar to the Developmental Disabilities waiver, except that it provides different services.

  • Community Community: community habilitation, adult day services, transportation
  • Health Health: specialized medical equipment, therapy
  • Home Home: respite care

Autism waiver

This waiver allows people diagnosed with autism to keep living at home or in the community.

Level of Care: intermediate

  • Community Community: adult day services
  • Home Home: environmental modifications, family and caregiver training, personal assistance, respite care
  • Work Work: supported employment

Traumatic Brain Injury and Spinal Cord Injury waiver

This waiver covers people who have serious brain or spinal cord injuries. Services can be delivered in the home or the community instead of in an institution.

Level of Care: nursing

  • Home Home: personal care, adult companion services, environmental modifications, homemaker services, independent living skills training
  • Social Services Social Services: case management

Aged and Disabled waiver

This waiver allows people with disabilities, and anyone over the age of 65 who qualifies for Medicaid, to receive care while living at home instead of in a nursing facility.

Ages: adults with disabilities, and people 65 and older with or without disabilities

Level of Care: nursing

  • Community Community: adult day services
  • Health Health: adaptive equipment and devices
  • Home Home: attendants, homemaker services, respite care
  • Social Services Social Services: case management
