There are 114,200 people with disabilities covered by Medicaid in Minnesota. Minnesota spent $25,525 on each Medicaid recipient with a disability in 2007.

15% of all people covered by Medicaid in Minnesota have a disability, which is the same as the national percentage of people covered by Medicaid who have a disability.

However, Minnesota spends 48% of all the money it spends on Medicaid on services for people with disabilities, which is higher than the national percentage of spending on these services (42%).

Minnesota Basic Medicaid Programs

Prepaid Medical Assistance Program:

This program only covers people with disabilities who are over the age of 65 and some who are also eligible for Medicare. It also covers children defined as having special needs by the state, which may include children with certain disabilities. The program provides a wide variety of medical services.

  • Health Health: chiropractic, dental, durable medical equipment, emergency room care, early and periodic screening, diagnosis and treatment, family planning, hearing, hospice, intermediate care facilities, IEP services, immunization, hospital services, mental health care, substance abuse treatment, laboratory, occupational therapy, pharmacy, physical therapy, physician, podiatry, preventive visits, respiratory therapy, skilled nursing facilities, speech therapy, vision, x-ray
  • Home Home: home health care
  • Social Services Social Services: case management, interpreter services

MinnesotaCare Program for Families and Children:

This program does not specifically include people with disabilities, but may include them because it is targeted at families (parents and other related caretakers) whose income is low but not low enough to qualify for regular Medicaid. Not all services will be available in all parts of the state.

  • Home Home: home health care, home and community based services (including those covered under an HCBS waiver)
  • Social Services Social Services: case management, interpreters

Minnesota Disability Health Options (MnDHO):

This program was designed specifically to meet the needs of adults with disabilities. According to government reports, providers have been especially encouraged to develop connections with professionals working with the disability community. This plan will cover some people who are also eligible for Medicare, and it will cover people participating in HCBS waiver programs.

Ages: 18 to 64

  • Community Community: transportation
  • Health Health: dental, durable medical equipment, family planning, hearing, hospice, immunization, hospital services, mental health services, substance abuse treatment, laboratory, pharmacy, physician services, skilled nursing facilities, x-ray
  • Home Home: home and community-based services under the HCBS waiver, home health care
  • Social Services Social Services: case management

Minnesota Senior Health Options:

This program was developed to cover people who are eligible for both Medicaid and Medicare, who are usually Medicaid users 65 and older but may also be people with disabilities. It does not cover children, or anyone residing in a state institution other than a nursing home or similar senior care facility, but it does include people participating in HCBS waiver programs. This program provides comprehensive services.

Restrictions: you must be Medicare and Medicaid dual eligible and residing in the community to qualify for this program.

  • Health Health: chiropractic, dental, durable medical equipment, end-stage renal disease treatment, hearing, hospice, hospitalization and hospital services, immunization, mental health, substance abuse treatment, laboratory, medication management, pharmacy, physician services, prosthetic and orthotic devices, public health services, reconstructive surgery, skilled nursing care, transplants, vision, x-ray
  • Home Home: home health care, personal care, HCBS services
  • Social Services Social Services: interpreters, case management

Senior Care and Senior Care Plus:

This program provides care to adults aged 65 and older, but also to adults with disabilities of all ages. It also covers some people who are eligible for Medicare as well.

  • Home Home: home health care, personal assistant
  • Social Services Social Services: interpreters, case management

Special Needs Basic Care:

This program provides services to adults and some children with disabilities. It is designed to meet the needs of people whose health might require more care than the average person. This program covers adults with disabilities and many people who are also eligible for Medicare.

  • Health Health: chiropractic, dental, disease management, durable medical equipment, emergency room care, family planning, hearing, hospitalization, substance abuse treatment, laboratory, occupational therapy, outpatient mental health treatment, pharmacy, physical therapy, physician services, podiatry, preventive health care (including regular checkups for children and teens), respiratory therapy, skilled nursing care, speech therapy, vision, x-ray
  • Home Home: home health care
  • Social Services Social Services: case management, interpreters

Minnesota HCBS Waiver Programs

Community Alternatives for Disabled Individuals (CADI) waiver:

The CADI waiver funds home and community based services for children and adults with disabilities who would otherwise need placement in a nursing facility to get appropriate care.

Level of Care: nursing

  • Community Community: adult day care, transitional services, transportation
  • Health Health: nursing services, therapies, specialized medical supplies and equipment
  • Home Home: assisted living, home health aides, personal care and personal assistants, family counseling and training, foster care services where necessary, home delivered meals, homemaker services, modifications to homes or vehicles, residential care, respite care
  • Social Services Social Services: case management, independent living skills training
  • Work Work: prevocational services, supported employment

Traumatic Brain Injury waiver:

This waiver provides home and community based services for adults and children who have brain injuries. The waver is designed to provide services appropriate for someone who would otherwise live in a nursing facility.

Level of Care: nursing

  • Community Community: transportation, day programs
  • Health Health: behavior programming, cognitive rehabilitation, medical supplies and equipment, mental health testing
  • Home Home: assisted living, chore services, companion services, home health aides and nursing services, home health therapies, personal care services, family counseling and training, foster care where needed, home delivered meals, homemaker services, modifications to homes and vehicles, night supervision services, residential care, respite care
  • Social Services Social Services: case management, independent living skills training
  • Work Work: prevocational services, supported employment
