There are 34,200 people with disabilities covered by Medicaid in Nebraska. Nebraska spent $17,854 on each Medicaid recipient with a disability in 2007.

14% of all people covered by Medicaid in Nebraska have a disability, which is almost the same as the national percentage of people covered by Medicaid who have a disability.

Nebraska spends 42% of all the money it spends on Medicaid on services for people with disabilities, which is the same as the national spending on these services.

Nebraska Basic Medicaid Programs

The State of NebraskaNebraska Health Connection Combined Waiver Program:

This program will provide children with disabilities access to basic services if the children are not being served under an HCBS waiver, not participating in the state disability program, not receiving in-home services, and not residing in an intermediate care facility. The program also has a Specialty Physician Case Management Program. This covers adults with disabilities and special needs children (as defined by the state) who are not participating in the HCBS waiver, the state disability program, and who do not reside in an institution.

  • Community Community: transportation, educational activity
  • Health Health: chiropractic, durable medical equipment, early and periodic screening, diagnosis and treatment, family planning, hearing, immunization, hospital, laboratory, occupational therapy, physical therapy, physician, podiatry, skilled nursing facility, speech therapy, vision, x-ray, adult substance abuse treatment, client assistance, consultative services, crisis response and stabilization, rehabilitative services, psychiatric treatment
  • Home Home: home health care, respite
  • Social Services Social Services: case management

Nebraska HCBS Waiver Programs

The State of NebraskaCommunity Supports waiver for Adults with I/DD:

This program is designed to give adults with intellectual and developmental disabilities the supports they need to live independently.

Ages: 21 and over

  • Community Community: community living and day supports
  • Health Health: assistive technology and supports, personal emergency response systems
  • Home Home: respite care, home modifications, vehicle modifications

Comprehensive DD waiver for Adults:

This waiver provides a higher level of support than the Community waiver, but has the same intention: to let people live in the community rather than in residential care facilities.

Ages: 21 and over

  • Community Community: community inclusion day habilitation, community living and day supports
  • Health Health: assistive technology and supports, behavioral risk services, medical risk services, personal emergency response systems, behavioral consultation
  • Home Home: group home residential habilitation, respite, home modifications, vehicle modifications
  • Work Work: integrated community employment, prevocational workshop habilitation, retirement services, vocational planning

Day Services waiver for Adults with Developmental Disabilities:

This waiver helps pay for supportive day services for people with intellectual and developmental disabilities.

Ages: 21 and older

  • Community Community: community inclusion day habilitation, community living and day supports
  • Health Health: assistive technology and supports, behavioral risk services, medical risk services, personal emergency response systems, team behavioral consultation
  • Home Home: respite care, home modifications, vehicle modifications
  • Work Work: integrated community employment, prevocational services, workshop habilitation, retirement services, vocational planning

HCBS waiver for Children with Developmental Disabilities and their Families:

This waiver is designed to support families of children with intellectual and developmental disabilities. Its goal is to keep these children at home with their families and help them avoid institutional placement.

Ages: 21 and under

Level of Care: intermediate

  • Community Community: day habilitation programs
  • Health Health: habilitation
  • Home Home: respite

Traumatic Brain Injury waiver:

This waiver provides assisted living services to people with brain injuries so that they can live at home or in another community setting rather than in an institution.

Ages: 21 to 64
