There are 82,200 people with disabilities covered by Medicaid in Oregon. Oregon spent $12,914 on each Medicaid recipient with a disability in 2007.

16% of all people covered by Medicaid in Oregon have a disability, which is almost the same percentage of people covered by Medicaid who have a disability nationally (15%).

Oregon spends 38% of all the money it spends on Medicaid on services for people with disabilities, while the national percentage of Medicaid spending on these services is 42%.

Oregon Basic Medicaid Programs

The State of OregonOregon Health Plan Plus:

This is a multi-part plan that covers adults and children with disabilities. It includes a mental health component and a dental component as well as primary care and other basic health care services.

  • Community Community: transportation
  • Health Health: durable medical equipment, early and periodic screening, diagnosis, and treatment, family planning, hearing, hospice, immunization, hospital, laboratory, pharmacy, physician, skilled nursing facilities, vision x-ray
  • Home Home: home health care

Program of All-Inclusive Care for the Elderly (PACE):

PACE programs are designed for people 55 and older who need nursing care, which includes many people with disabilities. These programs provide integrated care and support including a high level of preventive care. PACE programs must provide all services otherwise included in a person’s Medicaid or Medicare benefit, as well as all other services deemed medically necessary.

Ages: 55 and older

Level of Care: nursing

Restrictions: you must live close enough to a PACE center to be eligible.

  • Community Community: adult day care, health-related transportation
  • Health Health: primary and specialty care, nursing, physical therapy, occupational therapy speech therapy, recreation therapy, prescription drugs
  • Home Home: home care, home and environmental modifications
  • Social Services Social Services: social services

Non-Emergency Transportation:

This program provides adults and children with disabilities with transportation services related to non-emergency medical needs.

  • Community Community: transportation (medical)

Oregon HCBS Waiver Programs

The State of OregonICF/MR Comprehensive Residential waiver:

This waiver covers adults and children with intellectual and developmental disabilities of all ages. It provides in-home supports and services that help individuals with disabilities live at home with their families.

  • Community Community: non-medical transportation
  • Health Health: day habilitation, occupational therapy, physical therapy, speech, hearing and language pathology, crisis services
  • Home Home: group care homes for adults, group care homes for children, respite, comprehensive in-home support, environmental accessibility adaptations, family training, adult foster care, supported living, specialized medical equipment and supplies
  • Work Work: prevocational services, supported employment

ICF/MR Support Services waiver:

This waiver covers adults who have developmental disabilities, and is intended to provide a lower level of services than the comprehensive waiver but still support community living.

Ages: 18 and older

  • Community Community: community living and inclusion support
  • Health Health: occupational therapy, physical therapy, speech hearing and language therapy, personal emergency response systems, special diets, specialized medical equipment and supplies, specialized supports
  • Home Home: homemaker services, respite, chore services, environmental accessibility adaptations
  • Social Services Social Services: support brokers
  • Work Work: supported employment
